Location


Gardiner Street Lower is situated close to O'Connell Street which is undergoing rejuvenation with the planned redevelopment of the Arnotts Department Store, the redevelopment of the former Carlton Cinema site, the refurbishment of the ILAC Shopping Centre, the proposed relocation of the Abbey Theatre to the GPO on O'Connell Street, and the relocation of the Dublin Central Library to the former Ambassador Cinema on Parnell Square. The library currently attracts over 500,000 visitors a year.


In addition, the new Metro North stop is to be constructed on Parnell Square / Cavendish Row, close to the property and this will add enormously to the general convenience of the location.


Gardiner Street Lower is an important arterial route linking the Quays area with the north city area. This is a central location close to all city centre amenities and services to include public transport, retailing and a number of major inner city occupiers such as The Rotunda and Mater Hospitals. The properties are within short walking distance of O'Connell Street and close to Busaras, Connolly Train and DART Station.

Property 1 – IDA Ireland


The property comprises a corner site of approx. 0.43ha. (1.06 acre) with 18 on-site industrial buildings which are currently vacant.


The former IDA Small Business Centre on-site buildings range from approximately 55 sq. m. to 70 sq. m. and have the benefit of 24 car spaces. A security building is provided at the main entrance. The buildings would be capable of generating a short to medium-term rental income.


The property would be suitable for future development of a wide range of uses (subject to obtaining planning permission). IDA Ireland has prepared a feasibility study for the development of Property 1 for discussion with Dublin City Council.

Property 2 – Dublin City Council


The property comprises a corner site of approx. 0.1ha. (0.25 acre). There are no buildings on site.

Both properties are located within an area zoned Objective Z5 “to consolidate and facilitate the development of the central area, and to identify, reinforce and strengthen and protect its civic design character and dignity” under the Dublin City Development Plan (2005-2011).


Under this zoning permitted uses include Amusement/leisure complex, ATM, Bed and Breakfast, Betting office, Buildings for the health, safety and welfare of the public, Car park, Car trading, Childcare facility, Civic Offices, Community facility, Conference centre, Cultural/recreational building and uses, Education, Embassy, Enterprise centre, Funeral home, Guest house, Home-based economic activity, Hostel, Hotel, Industry (light), Live work units, Media recording and general media associated uses, Medical and related consultants, Motor sales showroom, Nightclub, Office, Open space, Place of public worship, Public house, Public service installation, Residential, Restaurant, Science and technology based industry, Shop (district), Shop (neighbourhood), Shop (major comparison), Takeaway, Training centre, Veterinary surgery, Warehousing (retail/non-food)/Retail Park and Internet café.


There are a number of other uses which are open for consideration under this zoning.


It is not proposed to change the current zoning in the Draft Dublin City Development Plan 2011-2017. The draft plan is currently being prepared and is due to be adopted in January 2011.


The property is partially located in a Conservation Area along Gardiner Street Lower, in both the Dublin City Development Plan 2005-2011 and in the draft plan.
